Ingredients
For the Soup Base:

-2 tablespoons all-purpose flour
-2 cups whole milk
-1/2 cup heavy cream
-1 cup grated Parmesan cheese
-1/4 teaspoon nutmeg (optional)
-Salt and pepper, to taste

-Fresh basil leaves, chopped

Step 1: Prepare the Soup Base
